Default need a noise diagnosed

symptoms are a fluttering sound like an exhaust leak that seems to be on driver's side. it only happens when i let off the gas and coast, and doesn't increase/decrease with RPM's. it's not an exhaust leak as far as i can tell because i've been all under the car and can't hear it at idle or even manually giving throttle under the hood. what could be my options on what to look at next or even what's causing it? thanks in advance, it's driving me nuts.

I'll see what those options turn up. This could help some, it started the second I picked up my car from discount tire after getting new front tread.

That's why I just pull the wheels off and take them in. I don't trust the tire monkeys with my car whatsoever. they did that **** to a truck I had once and fucked up the pitman arm.
