That's OK, I don't have the manual for mine either. That's the problem with getting a used car. Thankfully I somehow ran across it online in PDF format so I looked it up on there. Mine is a 98 but I don't think they changed the fuses during the 4th gen.
Another thing to try is mess with the dimmer switch, if they flicker you might have a bad dimmer. Mine I know is worn a little, it doesn't turn off but it doesn't dim in a linear fashion, it goes dimmer then brighter then a little dimmer, then dark lol

sounds like you have a short to ground,check for pinched or exposed wires.as for the static you are hearing through the speakers is more than likely caused by the charging system/igniton system. i have never personally had it happen to me but i have heard of a noise supression filter you can install inline to disipate the static.

Where do I start checking? Pull the cluster and look at those wires?
What weird about the noise is that it didnt happen until the lights went out.
I verified again tonight that all other lights are functional. Except one blown pass front turn, and the two rear side markers...
A blown bulb couldnt cause this right?

i would find a wiring schematic for the hvac/cluster lights and work your way through the circuit. i would check the pigtails of the bulbs that are burnt out to make sure none of them are melted or corroded.

The sockets are burned on both pass and driver turns. I replaced the bulbs just to see if they would short out... All is well, been working for two days now... Still need to check the side marker ones though...

EDIT: Ok so I found out that 3 and 13 are for steering wheel radio controls. And with a 99 I dont have that. But I assume the wireing is there , so that makes me think it has something to do with the radio wiring. I pulled the dimmer, under dash and cluster. Nothing seemed to be out of order... Only thing I noticed was a splicer connector on the brown wire that goes to the dimmer. Id like to know why the hell that was put there...

This sucks. I am having somewhat the same issue, except none of my dash lights work at all when the car is running. Also my brake lights don't work either. The front drl's work until the headlights turn on, then they don't work anymore. The crazy thing is, everything lights up when I unlock the doors from the key fob or lock the car. For that brief second, all the lights turns on like normal, even the brake lights. For the first time, I am completely frustrated with this thing, im gonna have a shop look at it and see if they can fix it.

This is on a C5 vette, not sure if its the same for other cars..
