Question Vibration in the wheel!!

Random vibration in the wheel. Need some thoughts of what the issue is. The vibration in the steering wheel isn't limited to just the steering wheel. There is also a visual shutter in the wheels also. Only noticed while the car isn't moving. Noting noticable while car is in motion. Power steering fluid is at an appropriate level. No odd smells or sounds comming from the rack & pinion or pump. Steering wheel does not feel any more stiff than normal. Vibration isn't constant. It randomly pops in and out of vibrations while turning the steering wheel in both directions.

THOUGHTS?!

Tires only have 60 miles or so on them. Just did a motor build and threw the k-member and motor in last week. Maybe the alignment IS off.
