Default Rear tail light issues

Hello All.

I tried searching for a good fix for this but couldn't find exactly what I was looking for.

2002 Camaro SS. My right rear tail light has been acting a bit weird lately. During the day, when I turn on my fog lamps it illuminates the rear lights too and I've noticed that the right rear is brighter than the left. After digging into this a little deeper I learned that the bulb is lighting up like I've pressed the brakes (even though I'm not touching them). Tried changing out the bulbs and it didn't do anything to fix. Unfortunately the problem is leading to other problems -- the light being contantly illuminated is melting the tail light casing and the constant draw seems to be impacting my charging system.

Any of you experience this problem? Any idea on how to fix?

Obviously, there's a wiring issue. It may be right around the tail light, but it could also be anywhere. My friend had the same issue in his 96 ta, and he had to replace a few wires right in front of the bulb.
