What is this wire for?

What is this wire for? I was working on my power antenna today and saw this black wire. It appears to be a ground wire to something and is bolted down by the rear passenger side seat belt assembly . Im not the original owner so i have no idea why it's cut or even a clue what it's for. Can anyone tell me what it should be hooked up to? Thanks
