Default Smog and o2 sensor (P0137)

Alright so... Finally got my car running today (turns out it was stupidly simple, car battery was too low) and took it to the smog station. On the way there the check engine light came on, so I thought I'd be real cool/sneaky and use my code reader to delete the code. The code was:

P0137 02 Sensor Circuit Low Voltage (Bank I Sensor 2)

Deleting it didn't really help, since the car failed for 2 reasons:

1) I didn't drive it enough to let the computer do all it's checks. I was almost expecting this but was in a hurry so I was just hoping the 15-20 minutes I drove it was enough.

2) NOx was too high at 15mph. 554, max is 430.

So now I'm wondering, since this is the second time I've deleted the o2 code I'm assuming the o2 sensor obviously needs replacing. Would this have caused my NOx to read high though?

Also, my car seems like it idles funny. Sometimes it even feels a little rough and the rpms do seem a little low. Otherwise the car drives fine. Could this be the o2 sensor? If so, these things are kind of pricey, anyone know the best place to pick one up?
