First hand tighten all the bolts, do the oil pan bolts last. Install tool # J-41476 to center the cover, tighten only until snug. Second, tighten the oil pan bolts to 106lb.in., then the cover bolts to 18 lb.ft.. Finally, remove the centering tool and install the rear oil seal.
This is right out of my GM service manual for my 1999 camaro.

Here's what I did since I didn't have the centering tool. I installed the seal first with the cover off the engine, then hand tighten all the bolts, doing the oil pan bolts last. I then first, tighten the oil pan bolts to 52lb.in.(or 4-5lb.ft.), then the cover bolts to 8-10 lb.ft., starting with the bottom 2 bolts on the L&R, then the top 2. Continue alternating 2 top / 2 bottom until you've hit all the bolts. Now repeat except torque the pan bolts to 106lb.in., and the cover bolts to 18lb.ft.

Does you T.W. go down to 9lb.ft.?
106lb.in. = 8.83lb.ft.. Get a inch pound TW, borrow or buy one.

Quick question the oil pant bolts look like the same type of bolts as starter bolts. Are they? Because one of my oil pan to cover bolts broke and I need another.
