Default Failed safety for play in steering column and jiggle

I got my safety done and I failed due to play in my steering column. My rack and pinion also needs serviced/replaced but that will wait till later. I also need to replace my steering fluid line(already purchased.) I had the issues double checked with my buddy who is a mechanic and he agreed that the safety station wasn't jerking me around. We checked out the column and there is definitely play in the column from the cabin as well as if I grab the column and jiggle it. How can I go about tightening the column to pass safety. I was told there may be a plate in the cabin that can affect this? I only see 1 bolt on the column that can be accessed, are there others? My Steering wheel also shakes slightly at 50-60ish mph but only enough to feel like it's off balance. My balance was done 2x and my tires swapped from inside to outside tread in the past month due to it. Thanks Everyone!

I've repaired a bunch of these, alot of time involved but no need to completely remove the steering columb. Gotta remove the air bag and steering wheel etc and have the right tools to get onto the four bolts. If you were closer i'd offer up my help.
