Default Whirring noise at slow speeds

Thought it was the brake rotors and pads but it wasn't. I replaced them all but the noise still happens. It sounds just like when you have no brake pad left and the scrub scrub scrub noise happens except it's constant whether i'm on the brakes or not. Also right rear rotor and brakes smell hot a lot even though they are brand new. Axle seal, diff, wheel bearing? gimme your input. Note at highway speeds like 55+ I dont hear the noise at all.

Parking brake engaged?

Brake dragging i.e. caliper piston stuck.

Wheel bearing.

Got chrome wheels? Are they flaking off on the inside? Maybe try stopping with the parking brake a few times to try and clean the rear shoes. If your like 99.9% of the population with an automatic car then you probably don't use it and the linings could be contaminated.

had a similar problem... the inside of my rim was starting to corrode and pull away so a piece of it was hitting the caliper

Yep I have salad shooters on mine and the right rear looks horrible like the finish has been scraped off the inside. What causes this? That's definitely what it is.
