Default Trouble with horn wire in steeing wheel

I've taken the air bag off the wheel and put it back on with no issues before. Now I can't get the horn to work. Before, just putting the spring in the hole was enough but now the horn won't work if I do that. If I put the spring and black plastic in there, the horn will be on all the time and I have to pull the air bag back off or unplug the fuse to stop it. Does anyone know exactly how this is supposed to go together?
