Is there such thing as smaller o2 sensor replacements? I'm working on a swap and the position of the stock o2 sensor of an fbody ls1 comes in contact with the steering rack on the drivers side. are there alternative manifolds or smaller o2 sensors that I can use?

You could plug the existing hole and add (weld) a new bung in a slightly different location.
