White box with springs and stuff on steering column

Default White box with springs and stuff on steering column

What is this white box that has a bunch of little springs in it that is located on the steering column? What does this do and do I need it? I busted it off while trying to take the wiring out and the springs went everywhere. Do I need this?

BTW - Read on in the post for the easy way to get wires in and out of the column.
