get a pic of the engine and while your at it press where the egr block off is and see if the noise changes any. sorta like when your letting air out of a balloon.

Sounds like your belt is bad. Simple way to tell, get a can of belt dressing, spray the top side and under side of the belt with the car running, if the noise stops, then its your belt.

I used the grease they give you for stopping brake rattle on the underside of my belt, just a dab, and all my belt noise disappeared. Now I get to hear all the other annoying noises of things needing to be fixed/replaced

Sounds like a belt or a pulley. I've used silicone spray on a squeaky belt, you can try that. If that doesnt work then grab some wd40 and spray each pulley to see if the noise stops or increases.

DO NOT PUT BELT DRESSING ON IT. Check your tensioners I just replaced my a/c tensioner the other day cause it was squeaky put a 15mm wrench on them while it's running and wiggle it around to see if it stops or gets worse when you do the a/c one you'll have to jack up the front and get under it to wiggle it while it's running but be careful not to get caught on anything

I had a similar problem with my 99 Firehawk. Replaced the belt, still had a squeek.
Check all the pulleys, and dont use belt dressing as 6898camaross stated. If their wasnt a problem, you will be making one with that garbage.
Make sure none of the pulleys are wobbling. My stock crank pulley was wobbling slightly, which was easy to fix. Hopefully your problem is just a belt or an under-lubed pulley.
I also use Goodyear Gatorback, or Gates belts. They cost a couple extra bucks, but they seem to last a bit longer than the crap Auto Zone is usually pushing.
