Don't know about the pedal pressure, but some pad compounds work very poorly in the rain. This could cause the car to not stop. The pedal pressure, I dunno, makes no sense to be rain related.

I can't help you out because I don't have a clue about this one either. I was following this because I wanted the answer too, just in case it happened to me. Good luck with this and if you find out please post the answer on what is causing this!

it probably has nothing to do with rain, i forgot our cars have abs while it sounds like a booster to me, i could be wrong. maybe your getting moisture in a sensor or connector for the abs and it is causing it to trigger on, like your in low traction. are any of the dash warning lights coming on when this happens? i have done hundreds of brake jobs, a vacuum leak on the booster either through the unit itself or a vacuum line will cause a hard pedal. as will the abs module kick back making the pedal feel the same way, which is why it could be the problem. check all connections and wires to all the wheels.

crazy right only these unheard of problems happen in my cars and it definitly is only in the rain, never once has i acted up on any day. but literally everysingle time it rains rock hard and i cannot stop. it feels exaxtly like it would if i pulled the vacume line off the booster, and no lights come on when this happens.
