Default power steering issues

Well I just bought my first f body. Its a 2000 firebird formula ls1 6 speed car and I absolutely love it had it for about a month now. Only problem I seem to have is the power steering. At low rpms the power steering is non existent. I've tried bleeding it for air bubbles to no luck. The fluid is nice and clean and not frothy at all. There are no leaks on the lines that I can see. I'm leaning towards the power steering pump just being weak but was unsure is anyone had similar problems and found something else to be the problem. Oh and the car has 118xxx miles on it and pump makes no whines or anything like that

Probably just a bad P/S pump. Your pressure relief valve could be sticking, cutting pressure to the system.
