Loud whining noise

Default Loud whining noise

I have a very loud high pitched whining noise coming from the air vent left of the steering wheel on a 2001 SS. It comes and goes at random, but usually only starts when I hit a bump in the road and then goes away when I hit another bump. Sometimes it's only for a few seconds, other times it lasts for 100 miles. It gets louder when I hit the gas. I've been reading posts on here, and seen some where it might be the alternator or the steering pump. It's not affected by turning the wheel, I don't notice it at start up only when I'm up to speed and hit hard bumps in the road. My buddy said it could be the AIR pump, but I don't have one installed on the car. I've taken it to two Chevrolet dealerships but neither of them could figure it out. Just wondering if any of you have any ideas? Any suggestions would help! I've also added a link to a sound clip of it I took.
