Default Power steering pulley problems

I have a 1999 trans am I recently installed a powersteering pump without pulley onto my car. When I go to install the pulley I can NEVER get it aligned properly. Since its a solid pulley I had a hard time tightening it without the pulley moving.
It got to the point even the belt didnt help.

Eventually I got it so the belt didnt slip off but I'm welcomed to a squeal at start up, and the squeal will not go alway, rev higher the pulley sounds even worse.

I dunno if this is bad or not but when I was trying to hold the pulley with vice grips I damaged it a little.

I had a similar problem. I used a long wrench on the tensioner pulley to purposely apply more belt tension which kept the belt from slipping on the power steering pulley as I was drawing it onto the pump.
