Default electrical issues/burnt wire

my neighbor has a 2000 SS and was having issues with a couple fuses blowing when he used his remote lock buttom, i think the numbers were 5 and 7, but it was the accessories and taillight.

we pulled the fuse panel out and noticed a burnt orange wire going from the fuse box to the light switch, then another burnt brown wire going from the switch to where i assume is to the tail lights.
didnt trace it all the way yet but pulled the tail lights out and its burnt to the drivers sides, then halfway making its way to the passanger side, and stops at what looks like a factory splice.

anyone ever seen this before?

Default

well got part of it fixed, its not popping fuses but now the running lights wont go off once the switch is hooked back up. the wiring we repaired looks good, but it does look like there are some more burnt wires going into the dash.

anyone know if the harness under the dash is replaceable without cutting?
