Default Lifter knock?

Ok so I bought a project car from a friend of a friend last week. It's a 96 z28 with a t56 and a lt1. I believe The rear lifter/rocker on the passenger side of the car is knocking. When you tighten the rocker down, it shuts up completely and the motor sounds healthy, but then it starts knocking again. I replaced all of the lifters and it's still having the same issue. The car has good oil pressure. Any input on what this could be is greatly appreciated.

Thanks

Valve lash was already set with pistons at TDC. I was just showing that whenever you tighten the rocker down, the already existing noise goes away, and then comes back
