Alternator Won't Charge Alternator wasn't charging, replaced it along with throw an Optima in there. Worked great for about an hour, won't charge again. Put a new pigtail on, exciter wire is at about 9.6 V. Should it be 12 V? Any other ideas?

The exciter wire only has 9.6 volts because your system only has 9.6 volts due to your alternator not charging. They both go hand in hand. It's there initially to "kick start" the alternators charging process.
As lt1pwr said, its the alternator. The "new" ones are all rebuilds, probably took a dump on you.
