Default Steering rack gave out

I have no knowledge of this kind of stuff . But long story short my 2001 Camaro SS just gave out. I was backing out of the driveway and the steering rack made some popping and would not turn left and right
There was a bolt on the floor and some oil. Any further info on where to go from here would be greatly appreciated

can't comment on the oil. bolt, little or big,a good description(pic) of the bolt would help.
a little bolt could be from the 'u-joint' that connects the steering wheel shaft to the steering rack input shaft.

Well the bolt was big and full of lithium grease. I can't explain the oil either. It's not power steering because it's too dark and does not smell like it. So it basically won't turn right. Just left but barely

Is the steering wheel easy to spin with little effect on the tires?

or

Is the steering wheel really hard to turn but see slight movement at the tire?

Pics of the bolt would help.
