AC blowing but not cold

Default AC blowing but not cold

Heater works fine on the car but the AC does not get cold air blows but that's it. I changed the relay for the A/C compressor and the ac compressor clutch kicks on and off constantly . When the clutch kicks in briefly I can feel the accumulator get cold instantly and then the clutch kicks back off and it's warm instantly. and it's just constantly on and Off on and off never stays on forore than a couple seconds . Would changing the ac compressor clutch fix this issue? or would I need to replace the entire compressor ?

Or could it be the clutch kicking in and out due to low freon ?

I would start by checking the freon levels. the compressor clutch won't engage if the system is empty enough.
