No crank no start

No crank no start Just getting finished with a 100% shell swap including the body harness and fuel tank. Went to start it tonight for the first time and when I key on the fuel pump does not cycle. I hear a relay clicking but that is the only response from the car. Try to start it and I get absolutely nothing. Now I'm pretty certain I've got all the grounds hooked up but I'm at a lost as to where to go from here.
The only thing I've thought of is that I have a large connector in the passenger rear quarter that isn't connected to anything. I think my LT1 car had a security module here but I don't remember if the LS1 car should.
Everything in this car is straight from a 98, from the engine, all harnesses and the fuel tank.
