I had a similar problem and it ended up being the throttle cable.
A plastic clip had broken and it wouldn't sit / return properly.
Very frustrating. Took me a long time to source an OEM replacement cable too.

Can you read the IAC counts when it's doing the surging? Does that fluctuate too?
I do not have access to a scan tool at the moment to view live data. Still waiting on that friend of mine to come through for me.

I do notice a supercharger style whine at higher rpm's... Another project for me to trace down. I have had quite a few annoyances to track down with this car. Could be alternator related?

May be worth checking out your alternator theory! I will report back on this one when I have time.

I checked the TB.. it returns fully and seats correctly. Thanks for the suggestion though! I bet that thing was a PITA to source!

Was it intermittent or constant? What were your symptoms? What made you think to pull injectors?

It almost looks as though that o-ring was pinched during an installation?

It was worse when cold than hot. It was probably pinched during installation. What prompted me to pull the injectors was swapping in a set of MMS220 heads and fast 102.

But if you get the car idling you can shoot wd40 at you injector bases. If one of them changes idle, you've got it. O rings can dry out and crack too.
