Surging? and fouled plugs on one side. Replaced 02 twice.

Surging? and fouled plugs on one side. Replaced 02 twice. Hey all I have a 99 TA with TSP LT's, catted y, ls6 intake, and a tune. 165,000 miles
I put new 02's in Dec and my passenger side burned out a month ago. Engine started acting funny in low rpms and idling at lights, so I replaced the 02 and it was fine until yesterday.
It was acting weird again, so I pull codes p0174, and p0300 and the one for 02 sensors bank 2. Big loss of power and the spark plug I checked on passenger side was black and had a little gunk on it (the plugs were replaced a week prior)
I replaced the sensor and it's better but still not acting right and it shakes the car some. Not seeing any codes at the moment.
Can anyone tell me why the 02 on that side keeps going out, and why after replacing this time it isn't back to par?
