Default P0140 & P1416 codes cause car not to start? 1998 TA

I had my car stall out and is stuck in a parking lot. It has these two codes and won't start. From what I've read, cleaning the check valves and checking for leaks in the AIR hoses. The other seems to deal with the secondary O2 sensor. Both are easy fixes, but the car is stalled and I can't get it home. Would these cause it not to start?

I had the P1416 twice, did not affect drivability, has to be the P0140.

It can't be P0140 either (rear O2 sensors have nothing to do with engine start-up or driveability.)

It might be that neither of these codes are related to the actual issue. What happens when you try to start the engine? Does it crank at all? Does it sputter at all? Do you hear the fuel pump prime? Have you checked fuel pressure? Have you checked for spark?
