Windshield Wipers.....won't go all the way back down....?

Anyone had this issue. They work normally. But when I turn them off they stay about 5 inches from where they should lay down on the rubber stoppers.

??

They aren't parking, so look into that I suppose. Sorry, not much help.

Park assembly inside the motor is probably damaged.
