i am going at it from up top but the bulb will not budge. how do you get that thing out???

i did mine from the bottom, i just twisted and it came out.

what if you have aftermarket PIAA/PIIA? bulbs? still take them out the same way?

I assume you are talking about the fog lights and not the DRLs. Some people confuse them. Have you tried twisting both directions? Also, I can't remember if there is a locking clip on the fog lights like on the DRLs but feel for that. If there is, just hold the clip in as you turn the light and it should clear the lock and twist loose.

Bro, if your going from the top all you have to do is twist the d@#$ thing. Whens the last time you changed those bulbs, might be harder to get them off
