Default P0440 Evaporative Emission Control System Malfunction

Any help would be much appreciated. I posted it over there because I had a Scanmaster question.

It's either the gas cap (simple and cheap) or it's a valve on the top of the tank (requires dropping the tank, not simple or cheap)
I had the same code the first week I had my T/A, they had to drop the tank, and replace some valve that's up there (at least that's what the service manager told me they did)
