Default ta headlights problem

i was trying to do the temp quick fix for my ta headlights. so i took off the "raise/lower" arm from the motor shaft, and realized 2 things.1st when i turn on/off the lights the shaft turns in the same direction regardless if im turning the lights on or off. second, when the shaft is off, and i turn on or off the lights, the shaft turns every time. so i know its not the motor itself. for some reason the lights will only go up, but hardly every come down, maybe 1 out of 50 times. any advice or comments? thanks in advance

They are known for the actuators going bad. Not a hard fix but will need new ones.
