Default Steering boot leak

I did a search, but I only found power steering leak issues. Anyway, I noticed my left rubber steering boot has fluid around it. I know you undo the tie rod and slide the old boot off and put a new one on. Do you need to fill it with gear lube? The manual doesn't say to, but I'm assuming that is what is leaking. Also, how would you fill it? Thanks!

The boot is only there to keep dust and dirt away from the seals. I don't know if the seals are replaceable on these cars, usually you replace the rack and pinion.
