Default Fog Light Change

Hi I have a 1998 Z28 and I am wondering will I be able to replace my right side fog light by going under the hood? or do I have to go under the car? Also I put my car away for winter and it has a full gas tank. I start it up about every 2 weeks. Will it help to put fuel stabilizer into a full tank? Thanks in advance

Can you replace the bulb without the need to take out the fog light housing? Is it a simple twist and turn to pull the bulb out like the turn signals?

ha... was able to just reach it from under the hood very easily.. I think changing the fog light is easier then changing a turn signal bulb. Thanks again for advice
