how to check for bad BCM

the car does not start. i put the key in and everything comes on lights, radio and fuel pump primes, but starter does not engage. it started one second, but not the next. also, before it died I would turn the headlights and the radio lights would go out.

I checked mine by jumping the pins on the starter relay with a paper clip. If the starter turns over then the BCM is not sending the ground to the starter relay as it should.
