Default Car buckles below 1500 rpm

Ever since I got my cam it will buckle when i let off the gas and it drops below 1500 rpm. my buddy says its cam surge. what do i need to eliminate that? pulleys? if so, which kind? or a cam dampener?

a lot of times a good tune can almost eliminate it but if you have a fairly big cam all of it might not be able to be taken out

Mine does that too. I just assume that it is part of being cammed.
