Default P1415 Code, Tuning it Out

So long story short, I bought this Vette in Oregon and now I am trying to register it in Washington (it will have to pass an inspection and emissions) . I have a check engine light code P1415 which is the Secondary Air tube. It looks like the guy before me remove some of the air stuff. I can not find the part (on the car) anywhere, one of the airtubes has a bolt in in to block where it connected? And there is now a block-off plate on the driver side header. How would I get rid of this code?

If you don't want to actually fix it, then just have someone tune out the code with EFIlive/etc.

If you want to make it really work, and there is a block off plate on the driver side header, then it looks like you have a little sleuth work to do (figuring out exactly how much of the system is missing besides the AIR pipes themselves).
