dash needles unresponsive?

dash needles unresponsive? Car was way low on gas, attempted to start in 2 days later and nothing. Wouldnt click or anything. It's a manual so we push started it and it drove. That leads me to think its the starter. But the dash needles wont move at all, does anybody have any ideas of what this could be?
