Default Elbow At Rear Of Valve Cover

what is the little elbow with a hose for coming out of the rear driver side valve cover on my 98 z28. i think it has something to do with the oil. reason i ask is its cut in half and only hanging on by a thread. is this pretty important. do i need to replace it asap or can i do it when i get a chance. if yall need pics i can go take some and post them. matter of fact, thats just what i might do.
