vibration when turning wheels

vibration when turning wheels i get a vibration now after changing my front brakes and spindles when i back out of a parking space, or turn the wheel when barely moving or being stationary. could an off alignment do this? or maybe i should crank down the tie rod castle nut more?
it sounds like the tires are chattering to me.
