Default Changed out the plastic gears on the headlights, still having issues

Alright guys I replaced the gears on the headlights and when they go down they don't make any noises. However, they are still coming up automatically when I start the car. I can't get them to go down until I turn off the car either.

Anyone have any thoughts?

I'm going to check the fuses again and see if we're all squared away there as well. Try to eliminate all the simple stuff if I can and hope its nothing $$

thanks for the help guys
