When i push in the clutch to slow down my rpm's jump up to 2,000 and then after i sit there for a few seconds, they will come back down. why does it do this? i have tried adjusting the throttle body but still no change. also when i go to step on the gas the TB sticks, but when i use a polish to clean inside, it goes away but will return.

It might be the cable that is sticking and not the throttle body. Take the cable off of the throttle body and see if it slides in and out smooth.
