Default Cat in I pipe

Any one have a cat in the I pipe. Was thinking of putting one there when I do my next catback. I am tired of the smell and rasp without cats. Dont want to put two in (where my cutouts are) would this be a good idea or am I foolish. Also will have to go to emmisions in the next year.

Cats are really effective when they are close to the motor. The hotter the cat gets, the better it works.
