Red face F.a.s.t tb help

before you tell me to sell it, lets try to figure it out

i have fast 78mm TB it had a common sticking issue that most FAST tb's have. it wasn't bad but i was getting annoyed by it.
so i took it all apart including the shaft out of the body, to see if by adjusting the blade it would solve the problem. i put it all together and it seemed fine
now when i put it back on the car, when the car is off its smooth as butter doesn't hang up or stick, but when the car is on, if sticks bad, to the point that you have to physically slam it shot by turning the linkage. it seems like the vacuum is holding it open.

so who can help me?

THANKS GUYS!
