Default Threw a code for Cat ineffiency?

Car threw a code p0420 cat ineffiency for both banks? Seems strange that both cats or o2 sensors would go at the same time. Mechanic told me he thinks its the tune on the car and not cats or sensors. Only mods are lid and Magnaflow cat back.

Not sure what to do. Bad time cash wise for headers and cats. So do i replace the cats with high flow cats, replace toh o2's or both or is it the tune? should I just get o2 sims and say screw it?

Thanks,

If you're short on cash, it seems like sims would be the cheapest way to go.

I'd agree, you don't have any exhaust leaks do ya?
Only the P0420?
It may be a single failed O2.

I want to fix it right, I just don't want to get headers yet. I'm saving for Kooks ( currently looking for price) I don't want to use pacesetters, and have fitting issues.
