Default How do I tune out downstream O2's on 98 SS ???

My 98 SS keeps throwing code P0420, and I've been told by members of this website that the best action to take is to tune out the downstream o2's. I have Flowtech long tubes, with custom y (with high flow cats), and flowmaster cat back. Entire exhaust system has less than 3k miles on it. Have already replaced both upstream sensors. How do I tune out the rear o2 sensors? Is this something that can be done with a handheld programmer/tuner?
