Default 02 Bank 1 is static?

I recently installed a MS3 and supporting hardware into my 02 SS m6. I received a mail order tune from texas speed for their bumpstick. I am having a slight problem with the o2 sensors on drivers side. When driving and at WOT, the o2 sensor stays between 436-475 while the o2 sensor on the passenger side is doing its job.

Yesterday, climbed under the car and disconnected the b1 o2 sensor and plugged back in. Logged the car and the exact same thing. I then went and purchased a brand new bosch 13111 and replaced the o2 sensor. I logged the car again and the exact same thing. Any help with this issue will be greatly appreciated. I am probably going to swap o2 sensors from passenger side to drivers side and see what if there is a change. Thanks

O2S signal is open circuit... i.e. broken wire in harness, or terminal/pin in connector/plug not making contact.
