Default Question on ud pulley install

So the other day i was driving down the road and my ud pulley started backing off. So tonight i bought a new bolt and belts and fixed it. I pressed it on with a nut and threaded rod, put old bolt in and torqued it to 240 ft/lbs pulled that out, put new bolt in with locktight and heres where my problem is. I went to torque it to 37 ft/lbs but my torque wrench doesnt go that low. SO i was going to do 50 then the additional 140 degrees like it calls for. As i was cracking it felt like it was way tighter than 50 ft/lbs so i started checking at it looks like i am about 230 ft/lbs right now. Must be this torque wrench won't read that low. Does 230 sound right? Or should i go more? Any help is appreciated. I just don't want that to happen again.
