I looked it up and it sounds like it's just like the old Tornado. IMO I don't think it would do much of a difference because LT1 manifolds are dry style manifolds since they are fuel injected, if they were wet style like TBI or Carb manifolds then I think the turbulence and spinning created by the TB spacer maybe it would actually be effective.
