How did you confirm fuel and spark? Did you buy new plugs? Does the engine sputter at all or at least try and start?

there can be so many things that could cause this, most common are

cam installed wrong
coil packs not plugged in
fuel lines not hooked up
fuel pump relay not plugged in
computer unplugged

check all of these. next have a buddy with you and have him start the car, while you hold the throttle body fully open and listen for a sucking sound to confirm air is being pulled into the motor.

did you try and remove the MAF and spray some starter fluid in the intake?

check your pushrod length first!!! in your other thread you stated that you had the heads milled and still retained the 7.4 pr's.

When my motor removed for the freshening up i smashed the wires for the crank sensor between the starter and the block. Check for fuel on the rail at the valve, check for spark, check your grounds(rear of the heads, pass side of block, an ground strap by alt), if u have both(ground and spark) check the crank sensor and your harness.
