Default 02 Camaro ss Starter Problem

I just picked up a 02 Convertible Camaro SS SLP 5spd. from a guy that couldn't get it started he drove it to work and he went to start it and the Starter just clicks. A new starter was installed and nothing. New battery was tried but starter just clicks. I tried bypassing the VATS with the resistor mods still nothing. We removed the Starter checked the wiring for corrosion. The car has 95,000 miles on it and doesn't seem to have major ware on it . The guy I picked it up from didn't want to mess with it anymore after it sat in the parking lots for a month and sold it to me for only $500. I'm a Ford Lightning guy but couldn't pass it up ! Any help from you guys would greatly be appreciated.

I've Googled just about every lead and can't really pin point the problem

Pulled the new starter and it tested GOOD so it not the starter the battery tested low so they will putt in on a slow charge. I'm sure it's just from trying to crank it. So next step I'll try turning the fly wheel with a screw driver . The starter wants to turn over but something feels locked .
