Default pulley dust covers

Does anyone know if the pulley dust covers are neccasary? I know they are there to keep dust out of the pulley. But do they also act as a retainer if you burn up a pulley bearing?

They also center the pulley bolt on the front side of the pulley, so if it has one, put it back on. Some new pulleys come with the dust shield, but not always. Here you can see ACDELCO 12563326.

Well crap, I've mixed and matched pulleys so much, I don't remember which ones came with dust covers
